The World Bank team, under the direction of Cornelia Tesliuc, Lead Economist and Task Team Leader for the Ghana Productive Safety Nets Project 2 (GPSNP 2), met with Hon. Dr. Agnes Naa Momo Lartey, Minister of Gender, Children, and Social Protection, during the October 20–24, 2025, Technical Implementation Support Mission.
Coordinated with the Ministry of Local Government, Chieftaincy, and Religious Affairs, the mission aims to evaluate the GPSNP 2’s progress and offer technical assistance to guarantee the prompt and efficient delivery of its essential elements.
The World Bank team underlined during the engagement the significance of expediting implementation and making sure that ongoing initiatives have quantifiable effects.

Discussions brought to light the necessity of prioritising important elements and coordinating the resources at hand in order to improve results and encourage sustainability throughout all interventions.
The team underlined the need of finishing the ongoing eligibility assessments of beneficiaries and onboarding new households under the updated benefit system during additional discussions centred on the Livelihood Empowerment Against Poverty (LEAP) programs.
In order to increase beneficiaries’ access to and efficiency of LEAP transfers, the Bank also demanded better digital payment mechanisms.
In addition to project execution, the World Bank praised Ghana’s consistent advancements in fortifying its social protection system.

In order to ensure that help for vulnerable households is continuous and durable, the team underlined the significance of completing and operationalising the Social Protection Act. This will give the delivery and continuation of social protection interventions a solid legal basis.
During her remarks, Hon. Dr. Agnes Naa Momo Lartey thanked the World Bank for renewing their collaboration and extending the project time to enable more in-depth technical involvement.
She reiterated the Ministry’s close cooperation with the World Bank and other partners in achieving GPSNP 2’s goals, which include empowering people to support their livelihoods and reducing poverty.
The Minister also reaffirmed the government’s commitment to the Social Protection Act’s full operationalisation, characterising it as a crucial step in bolstering Ghana’s advancements in institutional accountability and social welfare delivery.
She also emphasised the Ministry’s emphasis on bolstering the Ghana School Feeding Program in order to enhance nutrition and encourage student retention in elementary schools, particularly in underprivileged areas.
In order to find practical ways to speed up implementation and maintain results under GPSNP 2, the ongoing mission brings together technical experts from the World Bank, the Ministry of Gender, Children and Social Protection, and the Ministry of Local Government, Chieftaincy, and Religious Affairs. Discussions and field visits are anticipated to be conducted.
