PAC queries the Energy Ministry about the 2024 Auditor-General’s Report

Hon. Richard Gyan-Mensah, the Deputy Minister for Energy and Green Transition and the Member of Parliament for Gomoa West, led his ministry and sector agencies to appear before Parliament’s Public Accounts Committee (PAC) on Tuesday, 28 October, 2025, to address violations mentioned in the Auditor-General’s 2024 Assessment.

The Ghana Grid Company Ltd. (GRIDCo), the Ghanaian Electricity Company (ECG), the Energy Commission, the Bulk Oil Storage and Transport (BOST), the Volta River Authority (VRA), the Bui Power Authority, and the National Petroleum Authority (NPA) are the organisations that were present.

Concern was raised by the Committee’s Chairperson, Hon. Abena Osei-Asare, regarding the dramatic rise in ECG’s administration and distribution costs as well as its growing liabilities throughout the review period.

The study claims that without the management board’s consent, ECG paid GH¢1.29 billion to contractors and for the procurement of liquid fuels, resulting in a GH¢70 million withholding tax penalty.

Noting that the spending exceeded the parliamentary budget approval, the Ranking Member of the Committee, Hon. Samuel Atta-Mills, ordered that the former ECG managers in charge of these expenses be sent to the Attorney-General for recovery and potential prosecution.

On this Wednesday, October 29, 2025, the Committee is anticipated to continue its public hearings.
