The Ghana Armed Forces have said that after Constitutional Instrument (CI) 129 is approved and put into effect, the government will start paying retired military members their gratuity arrears.

The government “has approved and will commence payment of gratuity arrears for all retired military personnel under the implementation of Constitutional Instrument (CI) 129,” according to a news release from the Department of Public Relations on Wednesday, February 25, 2026.

The statement clarified that the current Military High Command had begun discussions with the Ministry of Defence and the Ministry of Finance after taking office in order to address what it called a “five-year long-standing impasse over the gratuity formula under CI 129.”

It stated that “a clear two-year phased implementation roadmap” was the outcome of the consultations.

The announcement states that arrears will be paid to all employees who retired after November 2020 using the new gratuity calculation.

Between February 2026 and December 2027, payments are anticipated to be distributed in four installments. The first tranche is expected to be released by Friday, February 27, 2026, at the latest, by close of business.

The announcement stated that “all future retirements will be processed fully in line with CI 129” and that “a total of 238 officers and 2,155 soldiers will benefit.”

According to the Armed Forces, the move guarantees that impacted individuals and those who will retire later “receive their full entitlements at the correct rate” and “brings closure to a matter that had remained unresolved since 2020.”

Additionally, the Military High Command thanked the government for endorsing the resolution.
