Ghana and Russia have signed a visa waiver agreement allowing holders of diplomatic and service passports from both countries to travel without visas under the agreed conditions.

The agreement was signed on Monday, August 17, 2026, during the opening of a three-day official visit to Russia by Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, following an invitation from his Russian counterpart, Sergey Lavrov.

The landmark agreement represents the first visa waiver arrangement of its kind between Ghana and Russia since the two nations established formal diplomatic relations on January 14, 1958.

According to the two countries, the agreement is expected to serve as an important starting point for negotiations aimed at extending enhanced travel privileges to other categories of travellers. It also forms part of broader efforts to strengthen bilateral relations, trade, investment and people-to-people exchanges between Ghana and Russia.

Ghana-Russia Cooperation to Expand

During bilateral discussions, the two Foreign Ministers expressed their commitment to using the official visit to explore broader areas of strategic cooperation.

Key areas under consideration include education and student exchanges, energy cooperation, agriculture, security and defence, mineral exploration and economic development.

The discussions are expected to deepen Ghana-Russia relations while creating new opportunities for investment, skills development and economic partnerships.

Speaking at a press briefing, Foreign Affairs Minister Samuel Okudzeto Ablakwa expressed the Ghanaian government’s appreciation for Russia’s continued cooperation and support for Ghana’s industrialisation agenda.

He said the partnership with Russia could contribute to Ghana’s efforts to promote industrial development, create jobs and expand economic opportunities for citizens.

The new Ghana-Russia visa waiver agreement is therefore being viewed as an important step towards strengthening diplomatic relations, facilitating international travel and deepening cooperation between the two countries.
