In a formal petition to Chief Justice Gertrude Torkornoo, the Office of the Special Prosecutor (OSP) has asked that Justice Edward Twum be removed from his position as presiding judge in the confirmation application concerning the seizure and freezing of properties owned by former Sanitation Minister Cecilia Dapaah.

At Thursday’s hearing, the judge announced that the petition had been sotting and postponed the proceedings until a decision was made.

The OSP is requesting permission to keep the about 2.8 million cedis and 590,000 USD that were discovered in Cecilia Dapaah’s home because they may constitute tainted property.

The hearing was originally scheduled for October 18, 2023, but an earlier date was granted due to a recent motion from Dapaah’s attorneys.

The OSP’s legal team, however, maintains that Justice Edward Twum is incapable of handling the application in an unbiased manner due to alleged bias towards the OSP and the Special Prosecutor.

The formal request from the OSP stems from their perception that Justice Twum’s obvious prejudice casts doubt on the impartiality and fairness of the decision.

The Office of Special Prosecutor (OSP) has shown a reluctance to appear before Justice Edward Twum.
