President John Dramani Mahama signed five bills, three of which were amended measures passed by Parliament, on Tuesday, March 31, 2026,
They are as follows:
I. i). Security and Intelligence Agencies Bill, 2025;
II. ii). University of Engineering and Agricultural Sciences Bill, 2025;
III. iii). Ghana Deposit Protection (Amendment) Bill, 2025;
IV. iv). Growth and Sustainability Levy (Amendment) Bill, 2026; and
V. v). Education Regulatory Bodies (Amendment) Bill, 2026.
The Security and Intelligence Agencies Act, 2026 eliminates the Office of Minister of National Security and gives the President the authority to choose any Minister to oversee the security agencies, President Mahama noted in a brief statement following the laws’ assent.
Additionally, he claimed, it changes the name of the National Intelligence Bureau (NIB) office back to the Bureau of National Intelligence (BNI).

The misconception between that security agency and the National Investment Bank, a reputable Ghanaian financial institution, is addressed by the President’s statement.
President Mahama also mentioned the University of Engineering and Agricultural Sciences Act, 2026, which creates a new university in the Eastern Region at Bonsu.
This university will have three campuses: the main campus will be located in the Eastern Region at Bonsu, and the second campus will be located in the Oti Region at Ohawu.
The Ahafo Region’s Acherensua will be home to the third, the President Assed.
“As you are aware, the act was amended to increase it from 1% to 3%, and so this act reduces it again,” the President stated in reference to the Growth and Sustainability Levy statute Amendment.
That is the tax imposed on mining firms. Due to the implementation of the sliding scale of royalties, it is once more reduced to 1%.
He also discussed the Government Education Regulatory Bodies Amendment Act’s approval, highlighting how it modifies Act 1023 to provide private higher education institutions more freedom and the ability to Charter.
The President came to the conclusion that the Ghana Deposit Protection update Act was an update to an earlier law intended to protect deposits deposited in commercial banks or other financial institutions.
In essence, it ensures that a greater range of digital financial assets are secured by extending security to mobile money wallets and other digital platforms.
