The Finance Minister has been charged by the Minority in Parliament of misleading Ghanaians and falsifying fiscal data to make it appear as though the government met its half-year income target.
The Finance Minister gave a different half-year revenue target in his 2026 Budget Statement than what was stated in his mid-year budget presentation, according to Dr. Mohammed Amin Adam, Ranking Member on the Finance Committee in Parliament.
Dr. Amin Adam stated that the government is GHC2 billion shy of its half-year income target during a news conference in Parliament on Thursday in response to the mid-year budget presentation.
“The minister is short of that target by GHC2 billion. He brought a wrong figure to Parliament and that is why we think that it is criminal, he is misinforming the people of Ghana, he is manipulating the data to look good,” the Minority stated.

The Karaga MP explained that in order to give Ghanaians the impression that it met its revenue objective for the first quarter, the government purposefully lowered the half-year revenue target estimates by GHC2 billion.
“Whereas the fact if you want go and see the 2026 Budget statement and look at half-year programme revenue and come and look at what he just presented today, you will see that he has reduced that revenue by GHC2 billion so that he can tell Ghanaians that he has achieved the target,” he added.
“Revenue is not coming, they are not doing well and not efficient,” he added.
