President H. E. John Dramani Mahama formally laid the groundwork for Phase II of the Sentuo Oil Refinery expansion project in Tema, demonstrating the government’s emphasis on industrialisation, energy security, and growth driven by the private sector, yetserday, Thursday, June 25, 2026.

The Sentuo Oil Refinery development is being positioned as a significant turning point in Ghana’s efforts to increase domestic petroleum refining capacity, lessen reliance on imported refined fuel, and generate employment.

It is an important component of Ghana’s larger industrial development program, according to the President.

The project, according to Hon. Elizabeth Ofosu-Adjare, Minister for Trade, Agribusiness, and Industry, indicates strong investor confidence in Ghana and supports government initiatives to increase local manufacturing, value addition, and job development.

Increasing refining capacity will enhance energy security, stabilise fuel supply, and lessen exposure to fluctuations in the world’s oil prices, according to Hon. John Abdulai Jinapor, Minister for Energy and Green Transition.

The government received assurances from the Sentuo Group, headed by Executive Chairman Mr. Xu Ningouan, that the project will adhere to international standards, with a focus on operational effectiveness, environmental sustainability, and local involvement.

Additionally, the business anticipates that the development would enhance Ghana’s petroleum value chain and greatly expand production capacity.

According to H.E. Cong Song, the Chinese ambassador to Ghana, the project represents mutually beneficial collaboration between China and Ghana.
