President John Dramani Mahama has signed the COVID Health Recovery fee Repeal Act, which formally repeals the one percent VAT fee that has been in place since the pandemic’s end.
President Mahama described the occasion as “promise made, promise delivered,” noting that the repeal fulfills a major promise he made to Ghanaians during the election campaign.
He added that, whereas the previous administration provided free water, electricity, food, and other services during the COVID-19 crisis, it later levied a 1% fee to allegedly recover pandemic-related costs.

He claimed that many Ghanaians were taken aback by this, particularly because the pandemic had ended and the election time had past.
The President added that Ghana was one of the few nations currently taxing its citizens for a long-gone pandemic.
He emphasized that today’s repeal was highly applauded because many Ghanaians had opposed the fee from the start.
On December 10, 2025, President Mahama signed the Repeal Act and said that he will thereafter deliver it to the Clerk of Parliament.
