Clarification On Act 1146 – Fisheries Ministeries

The Ministry of Fisheries and Aquaculture would like to provide clarification on recent remarks made in the media about the Fisheries and Aquaculture Act, 2025 (Act 1146).

A transparent and consultative procedure involving traditional authorities, academic institutions, state institutions, civil society, industrial operators, and artisanal fishermen resulted in the new law.

Among other meetings, a significant stakeholder engagement took place on June 5, 2025, at the Alisa Hotel in Ridge.

Act 1146 brings significant revisions to the following areas and replaces the outmoded 2002 law:

• Strengthen the fight against illegal, unreported and unregulated (IUU) fishing

• Modernise and improve transparency in licensing

• Enhance monitoring, control and surveillance

• Strengthen regulatory oversight

• Improve vessel crew welfare and conditions of service

• Align Ghana with international best practices

Transparency, ongoing stakeholder participation, and the sustainable management of Ghana’s fisheries resources are still priorities for the Ministry.

We urge the public to look for accurate information and participate positively in discussions about issues impacting the industry.
