Ghana Seeks Private Investment to Tackle 1.8 Million Housing Deficit

Ghana is increasingly looking to private sector investment to address the country’s estimated 1.8 million housing deficit, as limited government resources and rapid urbanisation continue to increase demand for affordable housing.

Deputy Minister for Works, Housing and Water Resources, Gizella Tetteh-Agbotui, said Ghana needs to adopt a new approach to housing finance to close the widening housing gap.

Speaking at the IFMA Global Africa Conference 2026 in Accra, she stressed that government funding alone would not be sufficient to provide the number of homes required to meet the country’s growing housing needs.

According to her, private developers, financial institutions and institutional investors must play a bigger role in mobilising the capital needed to expand housing development across Ghana.

The Deputy Minister noted that increasing collaboration between the government and private sector could help accelerate the construction of affordable housing, particularly as Ghana’s population continues to grow and more people move to urban centres.

The shift towards private housing investment and public-private partnerships is expected to provide new opportunities for the real estate sector while helping Ghana address its longstanding housing shortage.

The government’s focus on alternative housing finance models highlights the need for sustainable investment strategies capable of delivering affordable homes at scale and improving access to decent housing for Ghanaians.
