Heads of schools have been warned by the Ghana Education Service (GES) not to seek or collect unlawful levies under the pretence of Parent-Teacher Association (PTA) dues.
The GES said it had received information that certain second-cycle institutions were collecting various fees without the required approval in a statement released on Wednesday, October 22, 2025, and signed by Daniel Fenyí, Head of Public Relations.
The Service made it clear that no school has the authority to collect a development levy or PTA without first receiving permission.
It clarified that the District Education Oversight Committee (DEOC), acting through the District Director of Education, must provide this approval for basic schools, whilst the Regional Director of Education must authorise second-cycle institutions.
GES further highlighted that no student should be denied access to school services, rights, or benefits for failing to pay, even in cases when such fees are permitted.
The statement emphasised that fundraising activities are the exclusive duty of properly elected PTA executives and instructed that no head, teacher, or GES employee be involved in the collecting of PTA fees.
All Regional and District Directors have been directed by the GES to make sure that the instruction is strictly followed and to report any violations for prompt disciplinary action.
