An important milestone in Ghana’s upstream petroleum industry has been reached with the announcement by the Ministry of Energy and Green Transition of the official Declaration of Commerciality (DoC) for the Eban-Akoma oil and gas discoveries within the Cape Three Points Block 4 (CTP-B4).
Following the successful conclusion of an appraisal program verifying the economic viability of hydrocarbon resources in the Eban-1X (oil) and Akoma-1X (gas and condensate) wells, the declaration was filed on July 3, 2025.
In cooperation with the Ghana National Petroleum Corporation (GNPC), a joint venture (JV) comprising Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC Exploration & Production Company Ltd (Explorco) filed the declaration.
John Abdulai Jinapor, the Minister for Energy and Green Transition, said in a statement that the action was a “major boost to our oil and gas sector” and that it demonstrated the government’s determination to use Ghana’s hydrocarbon resources in a sustainable manner.
“The Declaration of Commerciality for the Eban-Akoma discoveries is a major boost to our oil and gas sector. It highlights the immense potential of our offshore resources to fuel economic transformation, enhance energy security, and drive Ghana’s industrialisation agenda. We commend the JV Partners and GNPC for their dedication to this strategic national asset,” he stated.
The statement sets the stage for the JV partners to prepare a thorough Plan of Development (PoD), with an emphasis on value maximization and optimal resource recovery.
In line with national policy, the strategy will also give local content participation top priority.
To guarantee that the development process is effective and in line with national interests, the Ministry will offer regulatory oversight and assistance in conjunction with the Petroleum Commission and GNPC.
It is anticipated that additional technical and commercial assessments will contribute to the creation of a framework for the Eban-Akoma project’s mutually advantageous development.
This achievement, according to the Ministry, confirmed the government’s resolve to create an energy sector that is resilient, transparent, and investor-friendly while providing Ghanaians with long-term value.
