The Tema Oil Refinery (TOR) management has been tasked by Dr. John Abdulai Jinapor, Minister of Energy and Green Transition, with evaluating the refinery’s performance in 2025 and outlining strategic targets for 2026 and beyond.

Through the interaction, all parties were able to assess their progress over the previous year and come to an agreement on specific, forward-thinking measures meant to improve TOR’s long-term value, financial sustainability, and operational effectiveness.

Dr. Jinapor praised Edmond Kombat, the Managing Director of TOR, and his management group for their “strong and transformational leadership,” especially in guiding the refinery through a major problem that the current administration had inherited.

The Minister believes that TOR’s management’s dedication, tenacity, and focused leadership are starting to produce positive outcomes and are creating a strong basis for the refinery’s future expansion and stability.

In keeping with the larger green transition and energy security strategy, he reiterated the government’s commitment to aiding TOR’s recovery and repositioning it as a strategic national asset within Ghana’s energy sector.

As attempts to restore full capacity and improve performance accelerate, TOR management expressed optimism about the refinery’s prospects and updated the Minister on ongoing changes, operating issues, and planned initiatives for 2026.
