The Public Utilities Regulatory Commission (PURC) has announced a 9.86% rise in electricity tariffs across all customer categories and a 15.92% upward revision of water pricing for all classes, with the new rates taking effect on January 01, 2026.
This significant tariff review is in line with the Commission’s Multi-year Tariff Review Order (MYTO) framework and will be in effect for five years, from 2026 to 2030.
The conclusion follows lengthy investment hearings, stakeholder engagements, and regional public hearings. The evaluation assessed the investment requirements of the utility providers, the competitiveness of industries, and the overall living conditions of customers.
The PURC claims that substantial shifts in macroeconomic factors and the utility generating mix have an impact on the choice. The approved parameters for the 2026–2030 MYTO for electricity include a change in the generating mix, with thermal power rising to 78.79% and hydro falling to 20.90%.
The inflation rate is set at $8.00\%$ and the allowed exchange rate for the period is $12.0067.
The PURC emphasized that the rates will be subject to quarterly reviews to adjust for factors outside the utilities’ control, such as the Ghana Cedi-US Dollar exchange rate, local inflation, and the weighted average cost of gas (WACOG).
Additionally, the Commission includes a new policy decision to account for the cost of providing electricity to island settlements via mini-grids to achieve universal electricity access.
