Strengthening Policing Partnerships: IGP Gets an NYPD Delegation at the Police Headquarters

A senior delegation from the New York City Police Department (NYPD) visited Accra, Ghana, for a series of high-level meetings with the Ghana Police Service (GPS), reinforcing the two police organisations’ growing partnership and advancing discussions on operational cooperation, professional exchange, and modern policing practices.

Mr. Christian Tetteh Yohuno, Ghana’s Inspector-General of Police, and members of the Police Management Board (POMAB) formally welcomed the group at Police Headquarters.

During the meeting, the NYPD delegation and the IGP held extensive discussions with POMAB focused on contemporary policing challenges and opportunities for cooperation between the two departments.

The conversation focused on a number of fundamental issues that are pertinent to contemporary law enforcement.

Data-driven police models, digital investigative tools, and integrated intelligence platforms that assist operational decision-making were among the topics of discussion between the two sides about the use of technology in law enforcement.

The delegations also talked about officer welfare and safety, stressing the value of institutional support mechanisms, equipment, and training that safeguard police while improving operational efficacy.

The topic of police accountability in a democratic system was another important aspect of the conversations.

While Ghana Police Service leadership emphasised reforms and accountability mechanisms inside Ghana’s policing structure, the NYPD delegation offered institutional practices and experiences related to openness, internal monitoring, and community confidence.

The planned Memorandum of Understanding (MOU) between the NYPD and the Ghana Police Service was a major topic of discussion during the discussions. The framework for enhancing institutional cooperation and promoting ongoing engagement between the two organisations was examined by both parties.

Information exchange, training opportunities, and cooperation on international criminal investigations were highlighted at the talks.

The NYPD delegation held working engagements with various operational elements of the Ghana Police Service in addition to talks with the Police Management Board.

Senior representatives from the Police Intelligence Directorate, the INTERPOL Accra National Central Bureau, and the Criminal Investigation Department (CID) met with the team to discuss intelligence coordination, investigative cooperation, and the changing threat landscape associated with transnational criminal activity.

A briefing on Ghana’s integrated command and control capabilities, which are utilised to coordinate national policing operations, incident response, and intelligence monitoring, was given to the group during their tour of the Joint Operations Center (JOC) at Police Headquarters.

The conversation between the IGP and POMAB on officer exchange programs between the two organisations was one of the visit’s most promising results.

The leadership discussed of embedding a senior Ghana Police Service officer in the NYPD Intelligence Bureau in New York and placing a senior NYPD detective at the Ghana Police Service Headquarters in Accra.

The proposed exchanges are meant to improve investigative partnerships, increase operational cooperation, and foster institutional familiarity between the two departments.

Apart from their interactions with the Ghana Police Service, the NYPD delegation also had courtesy meetings with Mohammed Muntaka Mubarak, the Minister of the Interior, and Director-General Charles Alhassan Kipo, the head of the National Intelligence Bureau. The topics of discussion included intelligence sharing, national security coordination, and more general collaboration between Ghanaian and U.S. law enforcement and security partners.

Additionally, the delegation paid Rolf Olson, the Chargé d’Affaires of the U.S. Embassy in Accra, a courtesy call.

The visit is an extension of the Ghana Police Service and the New York City Department’s expanding collaboration.
