Mobile money payments were first piloted under the LEAP Program by the Ministry of Gender, Children, and Social Protection (MoGCSP) through the Livelihood Empowerment Against Poverty (LEAP) Secretariat.
Dr. Agnes Naa Momo Lartey, the Honorable Minister, led a monitoring visit to Osu as part of the rollout to see the procedure and interact with stakeholders and beneficiaries.
With 50 districts now participating, the project seeks to increase LEAP payments’ effectiveness, dependability, and accessibility, especially for recipients in remote locations.

Social protection is still a national priority under President John Dramani Mahama’s leadership, according to Hon. Dr. Agnes Naa Momo Lartey, who described the initiative as a significant step towards creating an inclusive and digital social protection system.
The Honourable Minister emphasized the importance of the pilot program in improving service delivery and the overall beneficiary experience while speaking during the monitoring exercise.
“This pilot is helping us remove long-standing barriers faced by our beneficiaries,” she said. “We are making the system more accessible, secure and efficient—ensuring that every eligible household receives their support with ease and dignity.”
The Ghana National Household Registry is being used to reevaluate and retarget LEAP clients, the Minister added, in order to make sure that assistance reaches the people who need it the most.
The Ghana Social Protection Act, 2024 (Act 1121), which offers a legislative framework for coordinating social protection initiatives nationwide, was also recently passed, she said.
In addition, Hon. Dr. Zanetor Agyeman-Rawlings, the Member of Parliament for Korle Klottey, encouraged recipients to contact her office or the district office if they have any concerns about payments or gaps.
Additionally, she urged them to assist others who could be eligible for assistance by putting them in touch with the relevant authorities, emphasizing the significance of promoting the program.
GhanaPay representatives were also present to assist with the exercise, guiding participants through a methodical procedure on how to securely access and withdraw their money using their smartphones.
The recipients received instructions on how to report any abnormalities, safeguard their mobile money PINs, and check their balances.
They were also told that there are no transaction fees associated with withdrawals made using GhanaPay, which makes the service both economical and practical.
