Ato Forson Hints at Key Priorities for Ghana’s 2027 Budget

Finance Minister Dr. Cassiel Ato Forson has outlined some of the key economic priorities expected to feature in Ghana’s 2027 Budget Statement, with emphasis on fiscal discipline, sustainable public debt and financial sector stability.

Speaking on behalf of the Finance Minister, Louis Kwame Amo, Director of the Financial Sector Division at the Ministry of Finance, said the government would also prioritise price stability, strengthening Ghana’s external reserves and developing the capital market.

According to him, the measures form part of efforts to consolidate the country’s recent economic stabilisation gains and create a stronger environment for long-term investment and sustainable economic growth.

Government Targets Fiscal Discipline and Debt Sustainability

Louis Kwame Amo explained that maintaining fiscal discipline and ensuring public debt sustainability would remain important components of the government’s economic policy.

He said government’s responsibility was to create the right economic conditions for financial institutions to provide credit, businesses to expand and investors to commit capital to Ghana over the long term.

“Our job is to create an environment in which banks can lend, businesses can invest and capital can take a long-term view of Ghana,” he said.

He made the remarks during the commissioning of the new Absa Bank Ghana head office on Friday, September 25, 2026.

Government to Strengthen Price Stability and External Buffers

The Finance Ministry is also expected to focus on maintaining price stability and strengthening Ghana’s external buffers as part of efforts to improve macroeconomic stability.

Deepening the capital market is another area identified as important for mobilising long-term financing and supporting private-sector investment.

The government believes these measures can help strengthen investor confidence and provide a more conducive environment for businesses to plan and invest.

Private Sector Urged to Drive Investment and Job Creation

Mr. Amo called on the private sector in Ghana to take advantage of the improving economic environment to expand businesses, increase investment and create jobs.

He stressed that economic stability should ultimately translate into higher levels of productive economic activity and improved opportunities for businesses and workers.

“Your job is to help turn the stability into enterprise, investment and jobs,” he said.

The expected priorities for the 2027 Ghana Budget come as government continues efforts to strengthen macroeconomic stability, improve public finances and create conditions for sustainable economic growth and private-sector development.
