The Ghana Revenue Authority (GRA) aims to grow tax collection to GH¢310 billion by 2028, according to Commissioner-General Anthony Kwasi Sarpong.

President John Dramani Mahama was present when he spoke at the 10th Ghana CEO Summit in Accra on Thursday, May 28, 2026.

“In 2025, we achieved GH¢182 billion in revenue. In 2026, we are targeting GH¢225 billion. Under your leadership, we expect that by 2028, we will increase that to over GH¢310 billion,” the Commissioner-General stated.

According to Mr. Sarpong, reforms and digital enforcement are required to guarantee fairness in the tax system because Ghana’s present low tax compliance environment continues to put pressure on a limited number of compliant enterprises.

The GRA’s larger plan to enhance domestic revenue mobilisation through more stringent tax changes and digital compliance procedures includes the 2026 and 2028 targets.

He clarified that by combining disparate data systems and enhancing the monitoring of taxable operations, the Authority’s continuous digital transformation, especially through the Integrated Tax Administration System (ITAS), is assisting in the closure of long-standing compliance gaps.

He emphasised that revenue mobilisation, tax changes, and digital compliance continue to be interrelated pillars of Ghana’s economic sustainability plan, saying, “Technology has finally enabled us to close the gap.”

In order to protect Ghana’s economic sovereignty and lessen reliance on outside assistance, Mr. Sarpong stated that the GRA’s long-term goal is to more than double the country’s tax collection by 2028.

As a result, he urged companies and taxpayers to accept tax compliance as a shared national duty, emphasising that sustainable development can only be accomplished by a shared dedication to accountability and revenue mobilisation.

“This isn’t a bet. He continued, “This is the work we have to do, and that is the partnership we are asking all of you to forge with us.”
