Following the National Intelligence Bureau’s (NIB) findings, President John Dramani Mahama has directed the Auditor-General to carry out a thorough forensic examination of the planning and administration of the 13th All-Africa Games.

A statement from the Office of the President states that the decision demonstrates the government’s dedication to openness, accountability, and the responsible use of public monies.

All facets of the Games’ operations and finances, including infrastructure, post-event management, procurement, and spending, will be examined in the audit.

The review will pay particular attention to:

  • Procurement and Contracting Processes: Examining tender procedures, selection of contractors and suppliers, and compliance with the Public Procurement Act (Act 663), as amended.
  • Financial Management and Expenditure Control: Reviewing funding sources, disbursements, expenditures, and sponsorship arrangements.
  • Infrastructure and Project Delivery: Assessing project timelines, cost variations, and value-for-money outcomes of works executed for the Games.

The audit has also been ordered by President Mahama to assess the coordination and performance of all government committees and agencies involved in the Games’ preparation and execution.

The second week of December 2025 is the deadline for the Auditor-General to deliver the audit results to the President.

Ghana held Accra 2023, also known as the 13th African Games, from March 8–23, 2024. Concerns have since surfaced over procurement practices, cost overruns, and the management of facilities created for the Games, despite the fact that the event was commended for demonstrating sporting prowess and Ghana’s organisational capacity.

According to the government, the forensic audit would help enhance the preparation of next national and continental events and promote accountability in addition to addressing these issues.
