Mr. Thomas Nyarko Ampem, the Deputy Minister for Finance, has explained that even if the Electronic Transfer Levy (E-levy) was repealed by Parliament, the adjustments will not be implemented right away.
In a Wednesday, March 26, 2025, interview with JoyNews, Mr. Ampem clarified that the administrative procedure in response to Parliament’s ruling is still in progress.
He pointed out that the president had not yet received the law for his signature.
“Parliament is still in session, and I doubt if the clerks have been able to transmit what we are doing to the President. There are other bills under consideration, so I suspect it will have to be tomorrow or the day after,” he said.
“Once Parliament has repealed it, it will in due course reach the President’s desk.”
Since the President is anticipated to be out of town on Thursday, he said, it is likely that the bill will be ratified by Wednesday of the following week.
The Ghana Revenue Authority (GRA) would take action to halt the levy’s collection as soon as it is passed into law.
“The GRA is already aware of this process. My discussions with the Commissioner-General suggest that as soon as the President assents, they will move to comply,” Mr Ampem said.
He stated that efforts are being made to reorganize the E-levy collecting systems, and it is anticipated that the repeal would be able to put into force by Friday of next week.
