The Road Maintenance Trust Fund Bill, 2025, was approved by the Ghanaian Parliament in a historic step to maintain and upgrade the country’s road system.

In order to provide long-term funding for the maintenance and repair of public roads, bridges, and other infrastructure across the country, the new law creates a special Road Maintenance Trust Fund.

Road maintenance initiatives have long faced significant obstacles, such as inconsistent funding, lax accountability, unfair regional investments, and ineffective asset management systems, all of which are addressed in the Bill.

Hon. Kwame Governs Agbodza, Minister for Roads and Highways, hailed the Bill’s passage as a significant turning point for Ghana’s transportation industry, stressing that it establishes a contemporary, open, and equitable framework that will maintain road quality, improve safety, and foster economic growth across the country.

Parliamentary appropriations, a road maintenance levy on petroleum products, vehicle registration and inspection fees, transit costs, axle-load penalties, and contributions are some of the sources of funding for the Trust Fund.

Crucially, regular, recurring, and emergency road maintenance will receive at least 90% of the Fund’s yearly income exclusively.
