Hon. Elizabeth Ofosu-Adjare, Minister for Trade, Agribusiness, and Industry, has reaffirmed the government’s commitment to strengthening Ghana’s industrial base, stabilising prices, and promoting import substitution, following an industry tour of three major manufacturing firms at the Tema Free Zones Enclave on Monday, January 26, 2026.

The Minister and her team visited CBI Ghana Limited (Supacem Cement), Ciments de L’Afrique Ghana Limited (CIMAF), and Rider Steel as part of efforts to assess operational capacities, understand cost drivers, and strengthen collaboration between government and industry to ensure quality production at affordable prices for Ghanaians.

At CBI Ghana Limited, the makers of Supacem Cement, management described the company’s journey from its inception in 2016, highlighting cumulative investments of around US$145 million in Ghana.

CBI’s use of cutting-edge calcined clay (LC3) technology, which has drastically decreased the company’s dependency on imported clinker, reduced production costs, and saved foreign exchange, was a big highlight.

Hon. Ofosu-Adjare praised CBI for emphasising research, innovation, environmental sustainability, and local value addition. He described the company’s strategy as a prime illustration of the government’s import substitution objective.

The Minister stated, “Reducing imports strengthens our economy, creates jobs, saves foreign exchange, and ultimately benefits consumers through better pricing.” 

The government would also continue to support interventions to help industries lower their cost of production, especially in the energy sector.

She also commended the business for keeping cement prices steady in the face of cost difficulties, pointing out that the government is still dedicated to maintaining a just balance between industry profitability and consumer protection.

The Minister also visited CIMAF Ghana with his Deputy Minister, Hon. Sampson Ahi. 

The company’s management revealed that it has one of the biggest cement grinding capacities in its pan-African group, with an installed capacity of 2.2 million metric tonnes.

The government was reassured by CIMAF that it is prepared to assist Ghana’s building and infrastructure requirements, particularly as demand rises.

Pricing, quality control, safety regulations, gender involvement, and the effect of macroeconomic variables on manufacturing costs were the main topics of discussion at CIMAF.

Hon. Ofosu-Adjare emphasised the government’s determination to collaborate closely with businesses to address issues like energy costs and raw material access, pointing out that the recent stability of the cedi must translate into real advantages for both industry and consumers.

She said, “We want a win-win situation—industry must get a return on investment, and Ghanaians must enjoy quality products at good prices.”

The Minister emphasised the government’s more comprehensive industrial policy initiatives at Rider Steel, the last destination, in order to guarantee local manufacturers consistent access to raw materials.

She recalled the government’s decision to outlaw the export of scrap metals, both ferrous and non-ferrous, in an effort to support regional businesses and help them reach installed capacity.

Rider Steel’s operations, usage of both ferrous and non-ferrous inputs, and dedication to employee welfare and job creation were all praised by Hon. Ofosu-Adjare.

She reaffirmed the government’s willingness to keep working with steel producers to uphold standards and preserve price stability.

The Minister emphasised that a robust private sector is still essential to Ghana’s industrialisation drive across all three facilities, adding that the government will keep supporting policies, fostering interagency cooperation, and encouraging innovation to create a robust, competitive manufacturing sector.
