The Kpandai parliamentary seat’s official declaration as empty has been challenged by the Minority in Parliament, which demands that a letter sent by the Clerk of Parliament to the Electoral Commission (EC) be retracted right away.
Tensions rose in the House on Tuesday, December 9, 2025, when the Minority opposed Parliament’s notification to the EC that the Kpandai seat was empty following a High Court verdict demanding a repeat of the constituency’s parliamentary election.
The declaration was transmitted in a letter dated December 4, 2025, in which the Clerk to Parliament, Ebenezer Ahumah Djietror, told EC Chairperson Jean Mensa that the seat had fallen vacant in accordance with a resolution issued on November 24, 2025.
The High Court in Tamale ordered the EC to hold a new election following a legal challenge to the previous poll. The Clerk was identified as the fourth respondent in the case.
However, Minority Chief Whip Frank Annoh-Dompreh vehemently denounced the Clerk’s move, claiming that Parliament had acted illegally and prematurely.
He declared, “Mr Speaker, there is a letter that was sent into the House to declare the Kpandai seat vacant. That letter is out of place, unfortunate, and goes against the rule of law. We strongly submit that the letter must be withdrawn by Parliament. We in the Minority will not agree to the writing of this letter.”
The Minority warned that the current method compromises constitutional checks and balances and stressed that necessary parliamentary procedure and legal processes must be fully satisfied before such a proclamation is made.
The result of their protest was a temporary halt to the proceedings.
When Clerk Djietror tried to restore order, members of the Minority, dressed in black, hooted at him and sang patriotic songs.
