Dr. Cassiel Ato Forson, the minister of finance, has urged unions in higher education to back the ongoing national payroll audit, which aims to ensure the integrity of public sector payments and get rid of ghost identities.

Dr. Forson emphasized the pressing need to clean the payroll while meeting with the leadership of the Colleges of Education Teachers Association of Ghana (CETAG), the Technical University Teachers Association of Ghana (TUTAG), and the University Teachers Association of Ghana (UTAG).

He pointed out that early results from the Auditor-General’s audit show that many ghost names exist, which may save the nation a lot of money if fixed.

He emphasized that payroll reform is about more than just budgetary responsibility; it’s also about equity and openness in the administration of public funds, and he asked the unions to fully embrace the initiative.

During the same meeting, Dr. Forson gave the unions the assurance that the 2025 Budget completely included their Book and Research Allowances.

He went on to say that in order to guarantee prompt payment, distribution procedures have already been started in cooperation with the Ministry of Education.

In an effort to improve relations with organized labor, the unions also suggested that the Ministry of Finance establish a Labour Relations Desk.

As a move in the right direction toward better coordination and responsiveness, the Minister praised the suggestion.
