President John Dramani Mahama will cut the sod for the Sentuo Oil Refinery Project Phase 2 in Tema today, Thursday, June 25.

Senior government officials, energy sector stakeholders, and industry captains will be present at the ceremony, according to a source at the presidency.

An important turning point in Ghana’s quest for industrial self-sufficiency and energy independence is the Sentuo Oil Refinery.

This privately owned facility, which is a subsidiary of the Chinese conglomerate Sentuo Group, is situated in the Tema Industrial Area. 

It was designed in accordance with Ghana’s “One District, One Factory” policy and China’s Belt and Road Initiative.

With a nearly $2 billion investment, the refinery was put into service in early 2024 and is now Ghana’s biggest operational refining facility.

On June 8, 2026, it received its first shipment of one million barrels of locally produced Jubilee crude oil for domestic processing, solidifying its significance. This marked a historic shift from Ghana’s long-standing practice of importing refined products at volatile global prices and exporting raw crude.

The strategic significance of the refinery encompasses both economic and energy security aspects.

It currently processes 40,000 barrels per stream day, producing vital goods like asphalt, fuel, and liquefied petroleum gas (LPG), which directly support infrastructure development, household energy, and transportation throughout Ghana.

Over 1,000 direct jobs have already been created by the facility, with 95% of its employees being Ghanaian. Government representatives stress that domestic refining will retain foreign exchange, develop technical capacity, and boost ancillary industries like fertiliser and petrochemicals.
