President John Dramani Mahama has approved a major reorganisation of Ghana’s National Security Council Secretariat (NSCS), resulting in six new appointments and reassignments within the country’s security architecture.
The changes, which take immediate effect, were announced by Felix Kwakye Ofosu, Spokesperson to the President and Minister for Government Communications, in a statement issued on Tuesday, August 11, 2026.
Six Appointments and Reassignments Announced
According to the Presidency, the following appointments and reassignments have been approved as part of the restructuring of the National Security Council Secretariat:
- Major General (Rtd) William Ayamdo, a former Chief of Army Staff, has been appointed Deputy National Security Coordinator in charge of Operations.
- Yaw Donkor, a former National Security Coordinator, has been appointed Director of Intelligence and Research at the Office of the National Security Advisor.
- Adamu Saaka has been appointed Director of Logistics and Transport.
- Faustina Effah-Boadi has been appointed Officer in Charge of the Human Security Department.
- DCOP (Rtd) Peter Ndekugri has been appointed Officer in Charge of the Special Investigations Unit.
- ACP Alhassan Osman has been reassigned to the Ghana Police Service for further deployment.
William Ayamdo and Yaw Donkor Return to Key Security Roles
Two of the latest appointees have previously held senior positions within Ghana’s security establishment.
Major General (Rtd) William Ayamdo served as Chief of Army Staff from February 2017 to February 2020, before handing over to Major General Thomas Oppong-Peprah upon his retirement.
Meanwhile, Yaw Donkor previously served as National Security Coordinator during President Mahama’s first administration from 2014 to 2017.
Their return to prominent security positions is expected to bring significant experience to the ongoing restructuring of Ghana’s national security institutions.
National Security Restructuring Under New Law
The latest changes come approximately four months after President Mahama signed the Security and Intelligence Agencies Act, 2026 (Act 1168) into law.
The legislation introduced changes to Ghana’s security governance framework, including the abolition of the Office of the Minister of National Security.
The restructuring is part of broader efforts to strengthen coordination, intelligence gathering, national security operations and institutional oversight within Ghana’s security architecture.
Ghana’s Current National Security Leadership
Ghana’s national security system is currently headed by Prosper Bani, who serves as National Security Advisor, and COP Abdul-Osman Razak, who serves as National Security Coordinator.
Both officials were appointed to their respective positions in January 2025.
The latest NSCS appointments are expected to further strengthen Ghana’s intelligence, security operations, logistics and special investigations as the government continues to implement reforms within the country’s national security system.
