Attorney-General and Minister of Justice, Dr. Dominic Ayine, has inaugurated an 11-member Constitution Review Implementation Committee (CRIC) to help advance proposals aimed at reviewing Ghana’s 1992 Constitution.
The inauguration marks another major step in Ghana’s ongoing constitutional review process, following the government’s release of its position paper on recommendations contained in the report of the Constitution Review Committee chaired by Professor H. Kwesi Prempeh.
Marietta Brew Named Chairperson of Constitution Review Committee
The newly established Constitution Review Implementation Committee will be chaired by Marietta Brew, Presidential Legal Counsel and a former Attorney-General and Minister of Justice.
Other members of the committee are Justice Srem Sai, Thomas Ampem Nyarko, Charlotte Osei, Dr. Rainer Akumperigya, Emelia Ankomah, Kwame Ayimadu Antwi, Samuel Passah, Oliver Baker Vormawor, Salamatu Iliasu and Eric Owusu-Mensa.
The composition of the committee brings together individuals with experience in law, Parliament, local government, public administration and constitutional affairs.
Committee Members Represent Parliament and Local Government
Emelia Ankomah represents the Majority in Parliament, while Kwame Ayimadu Antwi represents the Minority.
Samuel Passah represents local government, while Eric Owusu-Mensa represents Parliament. Salamatu Iliasu will serve as the committee’s draftsperson, with Oliver Baker Vormawor serving as the Secretary to the Constitution Review Implementation Committee.
The diverse representation is expected to support an inclusive approach to the implementation of proposed constitutional reforms in Ghana.
CRIC to Develop Constitutional Reform Roadmap
Speaking during the inauguration, Chairperson Marietta Brew assured Ghanaians that the committee would maintain detailed records of its decisions, activities and expenditure throughout the constitutional review process.
She said the committee would also develop an implementation roadmap, a legislative and referendum calendar, as well as a mechanism for monitoring the progress of each accepted recommendation.
“The Committee will maintain a comprehensive record of its decisions, activities and expenditure. We will prepare an implementation roadmap, a legislative and referendum calendar, as well as a system for tracking the status of every accepted recommendation. We will report regularly on the progress of the programme.”
The approach is expected to improve transparency, accountability and public confidence in Ghana’s constitutional reform programme.
Government Position on Ghana’s 1992 Constitution Review
The Constitution Review Implementation Committee has been tasked with examining the government’s position paper together with the report of the Constitution Review Committee chaired by Professor H. Kwesi Prempeh.
The committee will subsequently develop a comprehensive framework for implementing the constitutional proposals that have received government approval.
The initiative forms part of the government’s broader efforts to move the Ghana Constitution review process from recommendations to concrete legislative and policy measures.
