In the eight years since the Free Senior High School policy was implemented, the Conference of Heads of Private Schools-Cycle Schools (CHOPSS) has described the challenges they have faced.

According to Mr. Kyei-Baafour, the Association’s Director of Public Affairs, many private senior high schools experienced a large student exodus as a result of the Free SHS policy, which negatively impacted their enrollment and ultimately caused many to fail, while others continue to operate in spite of the difficulties they have faced.

Despite the challenges faced by the Free SHS policy, he underlined that the private schools’ adoption of a few crucial policies helped many institutions survive.

Mr. Kyei-Baafour emphasized the importance of the Free SHS policy, stating that although it is praiseworthy, careful thought must be given to how it would be implemented and funded.

He suggested that the best way to improve educational excellence is to integrate private and public senior high schools.

He therefore called on the government to work with private organizations that have better infrastructure by adding them to the CSSPS.

This would support both public and private organizations, reducing infrastructure costs and enabling more quality investment.

He said that this choice would help create jobs since private schools would help the government hire more instructors, which would reduce youth unemployment in Ghana.
