At the Best Western Premier Hotel in Accra, the National Service Authority (NSA) hosted a high-level management meeting on strategic deployment as a catalyst for national service expansion.

In order to discuss how deployment to non-subsidized organizations might boost the Authority’s Internally Generated Funds (IGF) and spur growth, regional and district managers from all over the nation convened today.

Rationale

Speaking about the purpose of the meeting, NSA Director-General Mr. Felix Gyamfi emphasized the importance of appropriate participation and strategic use to improve the Authority’s financial situation.

He emphasized that one of the most important ways to increase money production and maintain operations is to assign National Service Personnel (NSP) to Non-Subvented Organizations, which pay 20% of the NSA’s service charges.

“I am very clear in my mind that this is the way to go. That way, we can generate a lot of money for the running of the Authority and, by extension, create an enabling environment for staff welfare to be realised,” he stated.

“I believe this is a waste of time and expertise. The service year is meant to expose these personnel to a structured working environment that enhances their career experience in the job market,” he pointed out.

In addition to revenue, the Director-General voiced worry about the inefficiencies in the current system, pointing out that some NSP earn monthly allowances despite being left idle under trees as a result of faulty placement.

He emphasized that once an NSP is posted to a Non-Subvented Organization, reposting should not be allowed and urged NSA employees at all levels to show commitment to accomplishing the new strategic objective.

“This approach will not only increase our IGF but also reduce the financial burden on the government in paying allowances, thereby creating an enabling environment for improved staff welfare,” he outlined.

Crucial step

Ruth Dela Seddoh, the NSA’s Deputy Director-General, praised the move and called it an important step in the country’s development. To ensure the success of this new direction, she urged all NSA employees to support it.

“This is a great initiative, and we all need to align with it to drive national growth. Supporting this agenda will benefit NSP, NSA staff, stakeholders, and the nation as a whole,” she noted.

A consultant named Samuel Colley also gave a presentation during the event, sharing his thoughts on how NSA’s expansion can be aided by study on non-subsidized organizations.

He drew attention to a significant issue: NSPs that are first assigned to private organizations frequently wind up somewhere else, leaving these organizations with little to no staff, even though they are willing to take them on.

“From our research findings, some private entities have expressed frustration with NSA’s deployment system. I suggest that we engage them more effectively to ensure that the Authority generates significant revenue through service charges,” he stated.

In order to guarantee that private sector participation is successful and advantageous to both parties, the consultant emphasized the necessity of practical actions.

NSA District Directors from different regions discussed how they would approach achieving the new strategic goals during the interactive session.

In order to connect with private sector organizations, they recognized the urgent need for more human resources, improved employee motivation, and sufficient logistics, especially automobiles.

They believed that NSA could increase its revenue streams and look at other ways to generate income if it had better resources.

Market Demands

When it comes to implementing NSP, Armstrong Esaah, Director of Corporate Affairs, emphasized the importance of raising awareness and educating people about market expectations. He emphasized that reaching the goals requires an awareness of industry requirements.

“We need to inform university management about the specific demands of the job market. Fields like IT, Engineering, Sciences, and Architecture are in higher demand than traditional disciplines such as Arts and Marketing. Aligning NSP deployment with these market realities will enhance our efficiency and revenue generation,” he explained.

In order to close the gap between academics and the labor market, he advised NSA to be more proactive.

The Director-General informed employees that he will do everything in his power to guarantee that NSA produces the IGF required to raise employee satisfaction and enhance working conditions.

“For me, I will fully support any good initiative that generates funds for the activities of the Authority. We should all come together to make this happen, and we will see how NSA will improve,” he stated

“The discussions reinforced the need for strategic partnerships, improved research, proactive engagement, and commitment from all NSA staff,” he added, adding that utilizing private sector deployment is a game-changer for NSA’s financial viability.

He continued by saying that the NSA is ready to change its deployment strategy with a clear plan and teamwork, guaranteeing that National Service Personnel obtain worthwhile job experience, make a significant contribution to the development of the country, and increase the Authority’s revenue sources.
