Dr. George Smith-Graham has been restored to his former position as the CEO of the Fair Wages and Salaries Commission (FWSC) by President John Dramani Mahama, some eight years after he first left the position.
On Tuesday, April 22, 2025, Dr. Smith-Graham, who oversaw the Commission from its inception in 2009 to 2017, will formally take over.
He replaces Mr. Benjamin Arthur, who had been in charge since January 2022 and was a seasoned labor relations specialist.
In confirming his appointment, the Commission’s Head of Public Affairs, Emelia Ennin Abbey, told the Ghana News Agency that more information about the transfer would be released following Dr. Smith-Graham’s official inauguration.
Dr. Smith-Graham, who is widely recognized for having led the Single Spine Salary Structure’s adoption during his first term, returns with over 30 years of expertise in leadership, public sector reform, and compensation strategy.
His reappointment also coincides with the government’s intention to significantly expand the FWSC’s supervisory function in public sector compensation and increase its autonomy by converting it into an Independent Emoluments Commission.
The next stage of Ghana’s pay and compensation policy is anticipated to be significantly shaped by Dr. Smith-Graham’s extensive industry knowledge.
