The government will start implementing a completely free education policy for all individuals with special needs in January 2026, according to Mr. Haruna Iddrisu, Minister of Education.

The Minister stated that the policy would apply to all 39 Integrated and Special Needs Schools nationwide in a declaration made in Parliament on Wednesday in honor of the International Day of Persons with Disabilities.

“To ensure proper nutrition and improved learning conditions, the daily feeding allocation for learners in these schools will be increased from GH₵8 to GH₵15 as part of the expanded support,” he stated.

The Minister revealed that the government would set aside GH₵65 million to GH₵100 million a year from the GETFund to maintain the program and supply the resources required for its successful execution.

Mr. Iddrisu addressed Parliament, “I am happy to note that from January 1, 2026, President Mahama will make a formal declaration making education for all persons with special needs free in Ghana. We want this to be a legacy.”

He stated that the goal of the policy was to give people with special needs access to high-quality education while encouraging inclusivity and equal chances for all.

The International Day of Persons with Disabilities (IDPD) is today, December 3, 2025.

“Fostering disability-inclusive societies for advancing social progress” is this year’s theme.

Every year, this day is celebrated to advocate for the rights and welfare of individuals with disabilities and to increase understanding of the significance of accessibility and inclusivity in all facets of life.

Promoting disability inclusion, creating a society that respects and includes individuals with disabilities, educating people about disability issues and the significance of accessibility, and empowering people to help people with disabilities realize their full potential are some of the main goals.
