Anthony Kwasi Sarpong, Commissioner-General of the Ghana Revenue Authority (GRA), indicated that the procurement process for the Publican AI system was highly transparent.

Speaking with Bernard Avle on Channel One TV’s The Point of View last night, Monday, April 13, Mr. Sarpong stated that the procedure was examined and approved by parliament.

“This is one of the procurements we undertook with the highest level of transparency. We went through Parliament, and it approved the selection,” he said.

He simply mentioned that the government is in charge of paying for the system, but he did not reveal its cost.

The Publican AI system, which was implemented to modernise and optimise operations at Ghana’s ports, has sparked a lot of discussion in the logistics and shipping industry.

Key stakeholders, especially goods forwarders, have strongly opposed its introduction, despite authorities’ claims that it will increase efficiency, transparency, and decrease delays.

As part of a nationwide industrial action announced by the Ghana Union of Traders’ Associations (GUTA), the opposition increased tensions within the port community by ordering freight forwarders and clearing agents to halt duty payments and lay down their tools from Monday, April 13 to Friday, April 17, 2026.

However, after a high-level discussion between the parties, the Ghana Shippers’ Authority has stated that GUTA has decided to halt the entire implementation of the scheduled action.
