The decision was made at a Special Meeting in Vancouver, Canada, when IFAB unanimously supported two FIFA proposals after lengthy discussions with important game stakeholders.

In an effort to deter improper or covert communication during conflicts, the new amendment gives tournament organisers the authority to direct referees to give a red card to players who exhibit such behaviour.
Acts of protest against the decisions made by referees are the subject of another important rule modification. The referee now has the authority to issue a red card to players who leave the field of play because they disagree with a decision.
The law also applies to team officials, who run the danger of being fired if it is discovered that they pushed players to leave the pitch.
Additionally, teams will, in theory, forfeit the game if they force a match to be abandoned due to such objections.
In the upcoming weeks, all 48 participating teams are anticipated to get a formal briefing on the new regulations, which will be put into effect during the FIFA World Cup 2026.
