The University Teachers Association of Ghana (UTAG), Technical University Teachers Association of Ghana (TUTAG), and Colleges of Education Teachers Association of Ghana (CETAG), three significant tertiary education unions, have warned the government about the delays in releasing the 2025 Book and Research Allowance (BRA) exchange rate and payments.
The unions voiced their intense annoyance over what they called an “undue delay” in the announcement of the applicable exchange rate and the start of the payment procedure in a joint statement issued after a meeting on June 8, 2025.
The unions claim that members who depend on the stipend to pay for necessary research and academic endeavors are experiencing “significant uncertainty and frustration” as a result of the delay.
They emphasized that the BRA, which is essential to promoting teaching, research, and the sharing of information, is a statutory entitlement rather than a privilege under their terms of employment.
The joint statement stated, “Despite the late release of the rates, we have resolved that we will not accept an extension of payments beyond September 2025.”
“We stress that this allowance is a statutory entitlement and an essential resource for advancing research, teaching, and knowledge sharing.”
The unions have issued a strong warning: industrial action will start on all college and university campuses on June 13, 2025, if the government does not announce the exchange rate and start the payment process by then.
If the government does not take immediate action, the impending strike might seriously impede academic operations in Ghana’s postsecondary institutions.
