The Ghana Revenue Authority (GRA) claims that in order to obtain the services of Strategic Mobilization Ghana Limited (SML), its board and management followed all the correct procedures.

“The Contract is for five (5) years and is performance-based and approved under Section 40 of the Public Procurement Act, Act 663, 2003,” the GRA stressed in a statement issued on Wednesday.

This explanation is in reaction to a report published on Monday by the Fourth Estate, which stated that SML was awarded a 10-year contract and is purportedly paid $100 million a year for the arrangement.

The Fourth Estate’s inquiries were also said to have disproved SML’s assertions that it had been instrumental in helping Ghana avoid losing billions of cedis in the downstream petroleum industry.

The GRA emphasized that the goal of the consolidated contract, which is structured as a risk-reward arrangement, is to increase the efficiency with which the GRA receives Revenue Assurance Services.

According to the terms of the contract, SML must supply the resources needed to carry out the agreement. It follows that SML is not compensated if there is no value added. The contract’s pivot point represents, in essence, the risk-reward principle, the statement continued.
