The Ghana Association of Banks (GAB) has revealed that financial institutions in the country remain cautious about providing loans and other financial support to the small-scale mining sector due to concerns over illegal mining, environmental destruction and reputational risks.

According to the association, banks are worried that financing small-scale mining businesses without adequate safeguards could indirectly support illegal mining activities, commonly known as galamsey, and expose financial institutions to regulatory and reputational challenges.

Although banks are exploring opportunities to support legitimate small-scale mining operations, persistent concerns about illegal mining practices and weak regulatory controls continue to limit access to financing within the sector.

A representative of the Ghana Association of Banks, Mr Lawrence Sackey, explained that financial institutions were willing to finance responsible small-scale miners but required stronger regulatory oversight and effective monitoring mechanisms.

He stressed the importance of transparent gold trading arrangements, improved mining regulations and reliable monitoring systems to ensure that funds provided by banks are used for legitimate mining activities.

Mr Sackey made the remarks at a Ghana-Malawi South-South Learning Exchange on Mining Governance and Mineral Sector Development held in Accra on Tuesday.

The meeting brought together stakeholders from Ghana and Malawi to discuss strategies for improving mining sector governance, strengthening regulatory institutions and promoting sustainable mineral resource development.

Ghanaian Banks Prefer Financing Large-Scale Mining Companies

Mr Sackey noted that commercial banks have traditionally favoured providing financial support to large-scale mining companies because of their stronger financial positions, established operational structures and compliance with regulatory requirements.

He explained that large mining companies generally offer financial institutions greater assurance regarding loan repayment, transparency and adherence to environmental and mining regulations.

In contrast, small-scale mining operators often face challenges meeting the financial institutions’ requirements, particularly where regulatory supervision, operational transparency and gold trading arrangements remain inadequate.

Stronger Mining Regulations Needed to Attract Bank Financing

The Ghana Association of Banks believes that improving governance within the small-scale mining industry will be essential to attracting investment and expanding access to affordable business loans.

Stronger regulatory enforcement, transparent gold purchasing systems and effective tracking of mining operations could help reduce the risks associated with financing the sector.

Improving these safeguards would also encourage responsible mining practices, protect the environment and ensure that legitimate small-scale miners have access to the financial resources needed to expand their businesses.

The concerns highlight the need for closer collaboration between banks, government agencies, mining regulators and industry stakeholders to tackle illegal mining while promoting sustainable growth in Ghana’s mining industry.
