The Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, established an investor selection committee in November 2025.

On Thursday, January 8, 2026, the committee that was responsible with assessing the proposals that the Ghana Integrated Aluminium Development Corporation (GIADEC) received delivered their options analysis report to the Minister.

Speaking at the meeting to provide a copy of the report, the Minister conveyed his sincere appreciation to the committee for their commitment and hard work.

He emphasised that he is confident the 12-member group has performed admirably.

According to Hon. Buah, the upgrading of VALCO and the alumina refinery are key initiatives in Ghana’s industrialisation program, which aims to change the nation’s economy from one that exports bauxite raw materials to one that processes and adds value locally.

“These two projects are interdependent and mutually reinforcing,” he said. “The refinery will feed the smelter, the smelter will anchor downstream aluminium manufacturing, and together they will drive the growth of industrial clusters supported by logistics, power, rail, and port infrastructure.”.
