Edmund Kombat, the acting managing director of Ghana’s state-owned Tema Oil Refinery (TOR), anticipates that the refinery will be fully operational again by October 2025.

Speaking to the Energy Committee of Parliament, Kombat said that the action may save Ghana up to $400 million a month and drastically lessen the nation’s reliance on imported refined petroleum products.

Kombat informed parliamentarians that a number of calculated actions are being taken to revitalize the refinery, which has lain idle since 2021 because of a shortage of crude oil supply.

When it resumes full operation, TOR aims to refine up to 60% of the nation’s crude oil needs, he said.

Mr. Kombat acknowledged, meanwhile, that the refinery hasn’t had an audit of its financial books since 2019.

He gave the committee the assurance that the audit process had begun and that the reports will be sent to Parliament by the end of July.

Though its activities have been hindered in recent years by financial difficulties, equipment malfunctions, and governance issues, TOR has long been seen as a vital asset in Ghana’s energy sector.
