PAC grants TTU ninety days to recoup more than GH₵70K from bonded staff.

Takoradi Technical University (TTU) has been ordered by the Public Accounts Committee (PAC) to retrieve more than GHS70,000 from a staff member who violated a study bond arrangement.

Mr. Bright Oduro, a former employee, is the subject of the infraction. He flew to Canada for additional education under a bonded arrangement worth GHS82,000, but he did not return to serve the university as needed.

It was revealed during the PAC meeting in Accra on Thursday, November 6, that a sizable sum of money is still outstanding despite the university’s efforts to collect it.

Emmanuel Boadi, TTU’s Deputy Director of Finance, informed the Committee that efforts were underway to retrieve the funds from Mr Oduro and his guarantors.

“What we did was that we had the bond form signed by the staff and the guarantors. When he refused to return, we contacted the guarantors to retrieve the money. They reached out to him, and as of Wednesday [November 5], he had paid GHS6,000. He has agreed to pay GHS5,000 every two weeks,” Mr. Boadi explained.

He continued by saying that the university’s attorney was draughting other letters to ensure recovery, such as imposing a salary embargo on the guarantors in order to force payment.

Samuel Atta-Mills, a PAC Ranking Member, responded to the update by urging the university to step up its efforts and emphasising that it needs to fully recover the cash within ninety days.

“Go after the guarantors. How they get the money from him is not our concern, but we are giving you 90 days to collect the amount,” Atta-Mills instructed.

The instruction is a component of PAC’s larger effort to guarantee adherence to financial accountability laws and the retrieval of public funds that have been lost due to contract violations and unmet obligations.
