The mission of MoGCSP is to ensure gender equality, promote the welfare and protection of children, and empower the vulnerable in the country.
To achieve this mission, MoGCSP, in collaboration with its development partners, set up Case Management and Grievance Redress Systems, which include (SWCES, SWIMS, Orange Support Centre, and LEAP MIS).
These systems are designed to identify ways to improve transparency and accountability among social protection institutions at both the national and sub-national levels.
The case management and grievance redress systems administered by MoGCSP have attracted complaints from district social workers, development partners, among others, that there is no clear definition of scope, no formal agreement between the case management and grievance redress systems, hence crucial for MoGCSP to enhance coordination and integrate SWCES with the case management systems.
In view of this, the Single Window Citizens Engagement Services (SWCES) of the Ministry of Gender, Children and Social Protection has held a two-day technical working session to discuss the interoperability of the Case Management Systems (SWIMS, SWCES, LEAP MIS, and Orange Support Centre) of MoGCSP.
Among other objectives, the meeting sought to:
– Define the roles, scopes of SWIMS, SWCES, Orange Support Centre, and LEAP MIS.
– Integrate SWCES, SWIMS, and Orange Support Centre, LEAP MIS to improve referral processes, and reporting for effective implementation of programs.
Addressing the technical officers on behalf of the Chief Director of MoGCSP, Dr. Afisah Zakariah, the Director for the Department of Social Welfare, Rev. Dr. Comfort Asare made it known that the action of interoperability will enable SWCES to refer and report cases dynamically to the various institutions.
She encouraged the officers to give more elaboration on their various requirements. This will give the MIS specialists an in-depth knowledge and skills to merge the case management systems, she added.
The Head of SWCES, Madam Naa-Dedei Antie, on her part, admonished all to add their inputs in order to put case management and grievance redress systems (SWCES, SWIMS, LEAP MIS, and Orange Support Centre) of the Ministry on the same level.
The interoperability of the case management systems will improve productivity; that is, it will make relevant data readily available and accessible between the systems. This will improve case management and grievance redress systems.
It will also enhance MoGCSP compliance with Data Protection Act; MoGCSP Departments, Agencies, and Secretariats can access data via shared records offered through interoperability on MoGCSP constituent instead of manually and repeatedly entering personal information.
Organized in the Volta Region, the meeting commenced on Thursday, 9th May, and ended on Friday, 10th May 2024.
