A complete set of ideas given by Hon. Michael Kpakpo Allotey, the mayor of Accra, has been unanimously endorsed by the Executive Committee of the Accra Metropolitan Assembly (A.M.A.) to usher in a new era in the city’s growth and governance approach.

Following Assembly Members’ approval of the Mayor, the initiatives—which focus on infrastructure development, sanitation, urban order, economic inclusion, digital enforcement, and climate action—were approved on Tuesday during the inaugural Executive Committee meeting.

A.M.A. City Authority Guards were established, a 24-hour ticketing cycle was introduced, the Green Accra Initiative was launched, the Mayor’s Special Ball was held, the Special Weekend Trading Initiative was launched, the 24-hour Clean Accra Initiative was launched, and a comprehensive Public-Private Partnership (PPP) program for infrastructure improvement and urban redevelopment was implemented.

The Mayor clarified that the Mayor’s Special Ball sought to raise money for important infrastructure, education, health, and sanitation projects through public-private cooperation, while the 24-Hour Clean Accra Initiative sought to implement a three-shift sanitation system and waste segregation to ensure ongoing cleanliness and job creation.

The A.M.A. City Authority Guards were formed to strengthen bylaw enforcement and protect public spaces, he added, adding that the Special Weekend Trading Initiative institutionalizes designated vending days and spaces to promote lawful, organized trading and reduce congestion.

In order to increase compliance and revenue, Mayor Allotey stated that the 24-Hour Ticketing Cycle would make use of digital capabilities for real-time city monitoring and enforcement.

He declared that the Green Accra Initiative would be implemented to improve urban greening, biodiversity, and air quality as part of climate threat mitigation measures. The Public-Private Partnership (PPP) Initiative will support this endeavor by promoting extensive infrastructure redevelopment, such as transportation terminals and markets, through strategic partnerships with the private sector.

“This is a new chapter for Accra; if we work together to block revenue leakages and implement these ideas with discipline and integrity, we will leave a lasting legacy for our city,” the Mayor concluded.

The subcommittees on finance and administration, revenue mobilization, environmental and disaster management, education and sports, social services, transportation, works, justice and security, and development planning were among the strategic recommendations that the committee adopted. These recommendations were intended to improve urban administration, education, environmental management, and revenue generation in the city.

In Ghana, a District Assembly’s Executive Committee was created by the Local Governance Act, 2016 (Act 936), which superseded the previous Local Government Act, 1993 (Act 462). Its duties include directing subcommittee plans, carrying out Assembly resolutions, managing district administration, offering advice on development policies, carrying out approved projects, and representing the Assembly in between sessions. It also makes sure that members are notified of its decisions at least seven days prior to each Assembly meeting.
