Ghana’s prison system needs comprehensive reforms to improve inmate healthcare, reduce overcrowding and strengthen rehabilitation, with calls for modern prison facilities, better welfare for prison officers and improved living conditions for prisoners.

Under the theme “Not All Prisoners Are Prisoners,” Wontumi has outlined several proposals aimed at improving prison administration, protecting inmates’ rights and making Ghana’s correctional system more effective.

1. Wontumi Proposes Ultra-Modern Prison Hospital

Wontumi is calling for the establishment of a dedicated, ultra-modern prison hospital equipped with ambulances and standby generators to improve access to healthcare for inmates.

The proposal seeks to ensure that prisoners receive timely medical attention, particularly during emergencies, while strengthening healthcare delivery within Ghana’s prisons.

2. Calls for Conjugal Visits and Family Support

He has also proposed private but regulated visitation facilities where inmates can spend time with their spouses and children.

According to the proposal, allowing prisoners to maintain meaningful family relationships could help preserve marriages, strengthen family bonds and support successful rehabilitation and reintegration into society after release.

3. Improved Salaries and Welfare for Prison Officers

Wontumi is urging the government to review the salaries, accommodation and conditions of service of officers serving in the Ghana Prisons Service.

Improving prison officers’ welfare, he argues, would help address challenges associated with working conditions and support the effective management of correctional facilities across the country.

4. Tackling Prison Overcrowding and Infectious Diseases

Concerns have also been raised about overcrowded prison facilities and the risk of infectious diseases spreading among inmates.

The proposal highlights the dangers of prisoners with tuberculosis sharing sleeping areas with healthy inmates, calling for improved medical care, better sanitation and more suitable accommodation.

Addressing these challenges could help strengthen disease prevention and protect the health of both prisoners and prison staff.

5. Proper Classification and Separation of Prisoners

Wontumi is advocating for a more effective inmate classification system that separates prisoners according to the nature of their offences and their security risk levels.

Under the proposal, minor offenders should not routinely be housed alongside high-risk inmates, including individuals convicted of armed robbery.

Proper classification could improve prison security, reduce negative influences among inmates and create better conditions for rehabilitation.

6. Investment in Prison Farms, Factories and Infrastructure

He is also calling for greater investment in modern prison infrastructure, agricultural equipment and production facilities.

Expanding prison farming and establishing factories could increase food production, improve institutional productivity and provide inmates with opportunities to acquire practical skills.

Such initiatives could also help prepare prisoners for employment and economic independence after completing their sentences.
