The Bank of Ghana (BoG), in collaboration with the Cyber Security Authority (CSA), has intensified efforts to regulate Ghana’s digital lending industry and protect consumers from unauthorised online loan providers.

In a statement issued on November 2, 2026, the central bank warned the public against using digital credit services operating without the necessary licences or regulatory approval.

According to the Bank of Ghana, the activities of these unlicensed digital lending companies violate the Directive for Digital Credit Service Providers in Ghana (September 2025).

The central bank explained that operating digital credit services without the required authorisation constitutes a serious breach of financial regulations and raises concerns about consumer protection, customer data privacy and compliance with established regulatory standards.

Bank of Ghana Warns Against Unlicensed Loan Apps

The BoG said its collaboration with the Cyber Security Authority forms part of broader measures to sanitise Ghana’s digital credit market and ensure that companies offering online loans comply with the country’s financial sector regulations.

The regulatory intervention is also intended to protect borrowers from potential abuses associated with unauthorised digital lending operations, particularly violations involving personal information, privacy rights and consumer protection.

The central bank has therefore drawn attention to 20 digital credit service providers identified as operating without the requisite licence or authorisation.

Digital Lending Regulations and Consumer Protection in Ghana

The Bank of Ghana’s latest warning highlights the importance of regulatory compliance in Ghana’s rapidly expanding digital financial services sector.

Digital loan applications and online lending platforms are expected to operate within the regulatory framework established by the central bank to protect borrowers and promote transparency in the financial industry.

Consumers are encouraged to exercise caution when accessing online loans and verify whether digital credit providers have the necessary authorisation before sharing personal information or entering into loan agreements.

The BoG’s collaboration with the Cyber Security Authority is expected to strengthen oversight of digital lending activities, improve customer data protection and promote a safer digital financial environment in Ghana.
