Korle-Bu tensions about the executive assistant’s prolonged tenure

Staff at the Korle-Bu Teaching Hospital (KBTH) are becoming increasingly dissatisfied as they wonder why Miss Bernice Ofosu, the head of the Policy Planning, Monitoring, and Evaluation (PPME) Unit and executive assistant to the former CEO, Dr. Opoku Ware Ampomah, is still in her position despite widespread criticism of her tenure.

According to sources, Miss Ofosu, a midwife by trade, was instrumental in an administration that treated employees inhumanely, which finally prompted hospital unions to protest Dr. Ampomah’s contract renewal and his eventual departure in October 2024.

According to reports, directors were under pressure to comply with the former CEO’s orders, even if they were immoral or unprofessional.

According to reports, a hostile work environment was created when employees were made fun of and humiliated during formal meetings.

On November 11, 2024, management requested that Miss Ofosu relinquish her position as Executive Assistant to the acting CEO, despite mounting discontent, and delegate her duties to a Chief Health Service Administrator.

The staff, however, is not happy with this decision and is calling for her appointment as the Deputy Director of the PPME Unit to be revoked.

Dr. Ampomah is accused of manipulating the hiring process to have Miss Ofosu appointed as Deputy Director of PPME by putting pressure on the HR director at the time to change the job specifications.

A Master’s degree in Monitoring & Evaluation, Economics, Development Economics, or Project Management was formerly needed for the position; however, it was purported that the requirements were modified to include Public Health, which made Miss Ofosu eligible.

Her nomination is also questioned under Civil Service standards since, according to sources, she did not have the necessary five years of experience in policy formulation, monitoring, and evaluation.

She was elevated out of turn, according to several union members, even though she lacked the qualifications and experience for the position.

The PPME Unit, led by Miss Ofosu, was entrusted with managing the execution of PricewaterhouseCoopers Ghana’s strategy plan (2020–2024) for KBTH.

Staff claim that the strategy terminated in 2024 without any implementation reports or mid-term evaluations to monitor its progress.

Concerns regarding accountability and transparency have been raised by the hospital’s significant failure to publish the required mid-year and yearly performance reports since 2021.

According to reports, Miss Ofosu’s time as the head of the PPME Unit has been the most costly in the hospital’s history, with large sums of money given to the unit without any noticeable outcomes.

Under Dr. Ampomah’s leadership, department heads were allegedly subjected to victimization, extortion, or disregard if they voiced their opinions, according to staff members.

One such dispute is a purported audit of the hospital’s HMIS that was started by the PPME Unit.

Finance staff found that no such audit had been carried out, despite claims that monies had been nearly disbursed for this audit.

Suspicions of financial malfeasance are raised by additional hospital management investigations that indicate important departments, such as Finance and IT, were not informed of the audit.

Staff at Korle Bu are requesting that management cancel Miss Ofosu’s employment and move her to an other position in light of these accusations.

In order to find any financial problems throughout her reign, they are also demanding a forensic audit.
