Dr. Cassiel Ato Forson, the Finance Minister, has delivered a report to Parliament on the use of proceeds from a one-cedi charge on petroleum products imposed to boost the country’s energy sector.

The minister said in a Facebook post yesterday, Tuesday, May 26, that the report described the expenditures made during the 2025 fiscal year from petroleum-related tax receipts, including money designated for energy debt recovery.

According to him, the document has been sent to the appropriate parliamentary committee for review.

He said that officials will offer more explanations upon request. “The details are in the report and have accordingly been presented to the committee for deliberation,” he stated.

The tax, also known as the “Dumsor Levy,” was implemented to gather money to sustain reliable electricity supply and assist pay off debts in Ghana’s energy sector, but it has drawn criticism from the public for its timing and lack of transparency.

During the presentation of the 2025 Annual Public Debt Management Report, Forson also informed Parliament that Ghana’s debt situation has improved, with the nation being categorised as being at moderate risk of debt distress.

As part of required financial disclosures, the Finance Ministry has also provided reports on the Petroleum Holding Fund, Energy Sector Levies and Accounts, and Public-Private Partnership initiatives for 2025.
