Freeman Sarbah, the Ghana Revenue Authority’s (GRA) acting head of legal affairs, has been arrested by the Office of the Special Prosecutor (OSP) on charges of corruption and obstructing justice in connection with the contentious GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.

Mr. Sarbah is being investigated for possible corruption and corruption-related offences, as well as obstruction of justice relating to the GRA–SML transaction, the OSP announced in a statement on Monday, November 3.

Public attention and criticism have been directed towards the deal, which hired SML Ghana to provide revenue assurance services in the downstream petroleum sector and other areas. The deal has become more contentious due to reports of exorbitant expenses, dubious procurement procedures, and doubts about the legitimacy and extent of SML’s activities.

The OSP opened its investigation in response to claims of conflicts of interest and procurement violations. Since then, a number of high-ranking officials from the Ministry of Finance and the GRA have joined the probe.

The OSP claims that by the end of November 2025, plans are in place to bring charges against several people connected to the SML contracts.

In addition to other senior GRA officials and former advisors at the Finance Ministry, former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as former Finance Minister Ken Ofori-Atta, are anticipated to be charged.

Evidence of purported corruption, official abuse, and violations of procurement laws in the award and implementation of the SML contracts has so far been found during the OSP’s ongoing investigation.
