The Public Interest and Accountability Committee (PIAC), Ghana’s independent petroleum revenue oversight institution, has elected renowned economist and development finance expert Professor Peter Quartey as its new Chairperson following the reconstitution of the Committee.
Professor Quartey, who represents the Ghana Academy of Arts and Sciences, was elected on November 3, 2026, to serve a one-year term. He takes over from Richard Ellimah, whose tenure officially ended in October 2026.
Meanwhile, Samuel Bekoe, representing the Think Tanks constituency, has been elected Vice Chairperson for a one-year term.
The new leadership follows the expiration of the mandates of six PIAC members and the subsequent swearing-in of their replacements. Professor Quartey was also renominated to continue representing the Ghana Academy of Arts and Sciences.
Six New Members Join PIAC
The reconstituted PIAC includes six newly appointed representatives from various professional, religious, labour and civil society organisations.
The new members represent the following institutions:
- Queen Mothers Association of Ghana
- Trades Union Congress (TUC)
- Muslim Groups
- Christian Groups
- Association of Ghana Industries (AGI)
- Ghana National Chamber of Commerce and Industry, and Civil Society and Community-Based Organisations.
The newly inducted members are Mama Agumekosua V, Dr Edmund Adinkra-Darko, Alhaji Abdul Majeed Saeed, Reverend Jehoiada Godwin Amuzu, Daniel Kissi and Kyei Kwadwo Yamoah.
Their inclusion is expected to strengthen stakeholder representation and promote effective monitoring of Ghana’s petroleum revenue management system.
Professor Peter Quartey’s Academic and Professional Background
Professor Quartey brings more than 22 years of professional experience in economics, development finance, private sector development, monetary policy, financial sector development and digital finance.
He holds a PhD in Development Economics from the University of Manchester and an MSc in Quantitative Development Economics from the University of Warwick.
He also obtained his undergraduate and postgraduate degrees in Economics from the University of Ghana.
His extensive academic and professional background is expected to support PIAC’s mandate of promoting transparency, accountability and responsible management of Ghana’s petroleum resources.
PIAC’s Role in Ghana’s Petroleum Revenue Management
Professor Quartey’s election comes at a critical time when effective monitoring of Ghana’s oil and gas revenues remains essential to ensuring that petroleum resources are managed responsibly and deliver meaningful economic benefits to citizens.
Established under the Petroleum Revenue Management Act, 2011 (Act 815), PIAC is mandated to independently assess the management and utilisation of petroleum revenues.
The Committee monitors government compliance with the petroleum revenue management law, evaluates how oil revenues are collected and spent, and promotes transparency and accountability in Ghana’s petroleum sector.
Through its oversight activities and periodic reports, PIAC plays an important role in ensuring that revenue generated from Ghana’s oil and gas resources contributes to national development and delivers value for money.
The appointment of Professor Peter Quartey is expected to provide renewed leadership as the Committee continues its efforts to strengthen petroleum revenue accountability and protect the public interest.
