The government has directed the contractor working on the 7.2-kilometre Tema–Tema Oil Refinery (TOR) Road to resume construction following the project’s inclusion in Ghana’s Big Push infrastructure programme.
The project involves the construction of a concrete dual carriageway designed to improve road connectivity between Tema and the Tema Oil Refinery.
Government Reviews Tema–TOR Road Project
The Minister for Roads and Highways, Governs Kwame Agbodza, said the government will review the original scope of the project due to challenges associated with the existing contract and the lack of a comprehensive detailed design.
According to the Minister, construction began in December 2020, despite the project not having a fully established contract or comprehensive detailed design at the time.
He explained that these challenges have contributed to delays and difficulties in executing the Tema–TOR road construction project.
The contract was awarded to Joshob Construction Limited, with an initial completion period of 24 months. However, approximately 35 percent of the project has been completed, while the project’s cost has been revised twice since construction began.
Project to Be Completed Under Big Push
Mr Agbodza said the government is reviewing the project’s scope and technical requirements to ensure the road can be completed under the Big Push programme within 18 months.
Through the Department of Urban Roads, the government has instructed Joshob Construction Limited to return to full operations at the project site.
The government has also committed to financing the cost of the revised works required to complete the road project.
The Roads and Highways Minister said the decision follows discussions between the government and the contractor, with the ultimate objective of completing the long-delayed Tema–TOR dual carriageway under the President’s Big Push initiative.
The project is expected to improve transportation between Tema and the Tema Oil Refinery, enhance road infrastructure in the area and support economic and commercial activities within the Tema industrial enclave.
