Ghana’s ambitious proposal to phase out the double-track system in senior high schools by 2027 has received approval from the World Bank for a $300 million finance package, according to the Ministry of Education.
The Transformative Secondary Education for Access, Results and Relevance for Jobs (STARR-J) Project, a significant intervention intended to address infrastructure deficiencies and raise the standard of secondary education nationwide, is made possible by the clearance given by the World Bank’s Board.
The project is a direct response to issues brought up by the Free Senior High School policy’s extension, which greatly boosted enrolment and made the double-track system necessary to control overcrowding.
In order to enable a return to a single-track academic calendar, one of the main goals of the STARR-J Project is to make targeted investments in educational infrastructure, better learning environments, and increased system efficiency.
The project is a significant contribution to Ghana’s long-term human capital development, according to Hon. Haruna Iddrisu, Minister of Education.
The Minister declared, “This project is a major investment in Ghana’s growing youthful population and a strategic contribution to the country’s long-term human capital development and global competitiveness.”
In addition to addressing the infrastructural shortfall brought on by increased access to free secondary education, he stated that the investment will help increase learning opportunities, enhance school environments, and better match secondary education with the skills required by the employment market.
The Ministry of Education thanked Dr. Cassiel Ato Forson of the Ministry of Finance, Robert Taliercio O’Brien, the World Bank Country Director, and the World Bank Education team for their ongoing help in transforming the education sector.
The government’s commitment to guaranteeing fair access to high-quality secondary education and providing Ghanaian students with the knowledge and skills necessary to participate in the global economy is reaffirmed by the STARR-J Project.
